Well, I was dozing this morning and quite randomly dreamt of a new system of government. Before I describe it I must point out that I have little knowlegde of politics and have no idea how good/practical this idea would actually be…. plus it a dream damnit!!
Firstly there is the ruler, for now lets assume that they have complete power over the country, in the same manner as a king/queen of old. Below the kind is the master questioner, this person has the power to remove the ruler from power. The master questioner’s job is to ask questions, the ruler must justifiy themselves to the master questioner.
Below the master questioner is the assembly, they can elect the master questioner (MQ from now on) and the MQ must satisfactorily explain to the assembly what the ruler is doing, and why.
It is quite easy in this situation to imagine there being parties in the assembly, each with a favoured MQ and the assembly being elected by the pubilc, so not all that different from the current british system of governemt.
It just seemed like a good idea to have the decision make one step removed from the public election process in order to encourage more long term planning. Also if an MQ is voted out it doesn’t necessarily mean the ruler is removed from power, if they can do a satifactory job of explaining their actions to the new MQ.
Oh dude, don’t get me started!
For some reason or another, my HND studied the entire structure of British politics and i shamefully know a lot more about it all than is neccessary.
Which sucks.
In a weird way, what you dreamt isn’t THAT different from what we have (bear with me)…
OK, so the Queen can’t be (realistically) removed from power or outvoted, but the Prime Minister can. In this British society (and i’m giving this in a nutshell), the PM runs the country, not ‘er in the palace. BUT, the Queen acts a little like the MQ in your dream, asking the PM to justify why he should be allowed to do this to HER country, so the Queen does indeed have the final say. So every new law or legislation change is drafted by the PM and the rest of the houses of parliament, but it doesn’t happen unless the Queen accepts it.
However, the Queen is rather trusting of our government, so she generally signs any relevant piece of paper pushed in her direction, thinking to herself "oh, i’m sure those boys know what they’re doing".
Personally, this leads me to believe that the structure we have here is great, if only the Queen concentrated more on what the government was doing with her own country. Instead, it’s as if she concentrates on "being royal" and all the other stuff that keeps up appearances in the public eye.
Perhaps, if indeed the structure allowed that she could be overthrown by a worthy replacement, she’d pay a little more attention to her country, be a little more patriotic!

Oh yeah, I learnt plenty, but none of it can easily be applied in the real world.
Still, it gives me an opportunity to sound intelligent once in a while.
